Speculation about potential change in ownership has intensified ever since executive chairman Daniel Levy ended his nearly 25-year tenure on Thursday.

A statement from the club issued late Sunday confirmed that ENIC Sports & Developments Holdings Ltd firmly dismissed two separate preliminary interests, one from former Newcastle United shareholder Amanda Staveley’s PCP International Finance Limited and another from a consortium led by Dr. Roger Kennedy and Wing-Fai Ng through Firehawk Holdings Limited.

ENIC holds 86.5% of the club’s shares.

“Due to ENIC’s majority stake in Tottenham Hotspur, any acquisition offer would necessitate a mandatory bid under Rule 9 of the Code to purchase the shares of Tottenham Hotspur not already owned by ENIC,” the statement elaborated.

“The Board of the Club and ENIC affirm that Tottenham Hotspur is not available for sale and ENIC has no intention of accepting any offers to purchase its interest in the Club.

“In line with Rule 2.6 of the code, each of PCP and the consortium is obliged to declare, no later than 5pm on 5 October 2025, either a firm intent to make an offer for the company in accordance with Rule 2.7 of the code or to declare no intent to make an offer, in which case their respective declarations will be treated as a statement to which Rule 2.8 of the Code applies.”

The primary owner of ENIC is British businessman Joe Lewis and his family, who also own Tavistock Group, a private equity entity.

In April, Tottenham appointed Vinai Venkatesham as the new chief executive, while Peter Charrington assumed the role of non-executive chairman, a novel position following Levy’s departure.

When announcing Levy’s departure, Tottenham assured that there would be “no changes to the ownership or shareholder structure”.
